After couple of stressful hours I mange to make it work. I have no idea 
what went wrong. 

The base trac directory is /usr/trace/dev but somehow its broken. I created 
a new env and replaced trac.ini form broken trac.  

So here is the quick ugly fix:

0) trac-admin /usr/trac/dev_patch initenv

1) cp /usr/trac/dev/conf/trac.ini /usr/trac/dev_patch/conf/trac.ini

2) tracd --port 8001 usr/trac/dev_patch

If it does not work then try to enable stderr in trac.ini and try again. 
This works with tracd.

In order to make it work with apache modify the below file and update 
directory path.

3) nano /etc/apache2/sites-enabled/trac
