No (1), but I was looking at this recently while working on (2), and 
thinking the options should be separated. If you open a ticket, I'd 
implement it as a follow-on to #2311. Getting interest from a Trac 
committer to accept the change might be more challenging. You will probably 
have better luck switching to the AnnouncerPlugin and getting the behavior 
implemented there, if it doesn't already exist.
