Announcer has dedicated ticket owner notification (TicketOwnerSubscriber: "notify me when a ticket that I own is created or modified"), so no need for the suggested rule in your use case, if I understand it correctly. Note that we recently added code to notify the previous ticket owner on re-assignment (one last time) [1], while this rather important demand is unresolved for TracNotification yet [2], but recently got proposed patches.
