No, this is definitely not implemented in any plugin I'm aware of yet. Wouldn't be moderation a better way to limit user actions as set by your policy? I know, that admins tend to not trust users, but certainly the majority follows reasonable rules. If not, consider that they might be unreasonable, or at least nobody explained them good enough.
