I have never used buildbot before so I cant give you any specifics for it, but it is possible to get programs to automatically submit Trac tickets. The place I am working was using wget to acess the trac site as a browser would and submit a ticket that way. (I wouldnt sugest this) I am currently using the XMLRPC plugin. ( http://trac-hacks.org/wiki/XmlRpcPlugin) And it has been working fine, I am using it from a small Ruby program that is execured from the main programs we run whenever I want to create or Modify a ticket, There are examples for a few languages avalable you can use.
