Your question is too general. From the point of my view, there are many ways to 
accomplish this goal.
Trac's own user-privelege model is good enough. Your can do some proper 
configuration.It's very easy.
When comes to avoiding backdoors, that's a huge topic here. I don't to talk too 
much because I'm not an expert.
