Did you restart your web-server yet? Normally configuration changes should cause Trac to re-read the whole configuration at next request, but YMMV. As long as you can't see the loading of components for the environment you're trying to access (say: trac/project) in trac/project/log/trac.log, you did not successfully enable logging. However I can't see myself, how this could be the case. You configuration seems in this respect.
