Change history for the TicketModule, BrowserModule or WikiModule? I'm guessing you mean the TicketModule, The selection is persistent for a session [1]. There doesn't appear to be a TracIni setting to control the initial setting for a user, and it would probably be overkill to have a setting for that. There is an interface in AccountManager that would allow you to write a small plugin to set the `ticket_comments_order` session variable when the account is first created [2]. A better solution though might just be to orient your users to the feature and describe its behavior to them.
