The "old" way used to read the repo on every access and, as mentioned in the TracIni documentation [1] at trac.edgewall.org (t.e.o) this was inefficient. The "new" way receives / caches updates when thay happen (via the post-commit hooks). As the initial sync can be time consuming (for large repos) then it is better for the admin to do this when adding the repo then having the first user hanging around for an unknown time...
