On the topic, it is likely not a generally broken logging system (software fault) but a local installation issue (issue at your system). The most probable point of failure when it comes to writing to a file (trac.log here) is permissions. Please ensure, that the Trac process (web-server thread) owner has create/write permission on <env>/log/ directory, and restart the web-server after changing something.
