It would be fine to create a new ticket for the enhancement, but we can 
track the issue in #10578 for now. I don't think we'll have an immediate 
solution for this, but it seems like a reasonable request, so I'll keep it 
in mind. There is effort towards improving the notification system for Trac 
1.2, so we'll significant changes to Trac notifications for the first time 
in a while.

Rob Guttman also mentioned that: "one thing we do for such things is use 
dynamic fields to auto-add the owner to the cc field.  That may not be 
exactly what's requested here but may do the trick." The issue there is 
that you would be depending on the person receiving the notification to do 
a "Reply all".
