Presumably you've coped ticket_notify_email.txt to your environment's 
templates directory, as described here:
http://trac.edgewall.org/wiki/TracNotification#Customizingthee-mailcontent

After you do that, add some arbitrary text to the bottom of the template, 
and confirm that the updated template is being used for ticket 
notifications. Once that is working, I think you could just delete 
$changes_desc from the template:
