Presumably you've coped ticket_notify_email.txt to your environment's templates directory, as described here: http://trac.edgewall.org/wiki/TracNotification#Customizingthee-mailcontent After you do that, add some arbitrary text to the bottom of the template, and confirm that the updated template is being used for ticket notifications.
