This is a big jump, and you should better read all the information about
the intermediate upgrades (0.10 --> 0.11, 0.11 --> 0.12, 0.12 --> 1.0)
carefully to reduce the amount of surprises along the way.

trac.ini supports default values for ticket fields [1]. You can
certainly define them in a separate file too, that is inherited by
trac.ini [2]. Including just text from a separate file is not a standard
core functionality anymore and would require a hack IIRC. If this is
worth the hassle, this is up to you.
