It is populated from all the users with an authenticated sessions and 
TICKET_MODIFY.

You'll need to add the action.operations = set_owner to an action that 
transitions from new. For example.

assign = new -> assigned
assign.operations = set_owner

To your previous question about the list of owners, you can restrict the 
possible owners using the clumsily-named field "set_owner":
assign.set_owner = soha, ethan, joe

As an attempt I tried defining an action "Assigned to" in the ticket
