Do you have any other plugins installed? We should consider: 
http://trac-hacks.org/ticket/7344

I pushed a minor fix for TracTicketTemplatePlugin just now. It probably 
won't fix your issue, but it is worth updating to 0.9dev-r13727 to give it 
a try.
