Bad form to answer my own question. I moved the existing Babel-1.3-py2.7.egg-info and babel out of the way and installed Babel with easy_install. I now have Babel 0.9.6 and all is working again.
Thanks for the help! Problem solved. Even if I am curious what the installation of only ExtendedVersionPlugin did to trigger this.
