I have recently starting using the QuietPlugin (
http://trac-hacks.org/wiki/QuietPlugin) on my trac installation for
situations where I want to temporarily disable the email notifications.
 The only notable caveat is the requirement to be using the AnnouncerPlugin
for notifications, but since I was using that already, the QuietPlugin was
a nice option to have for temporarily disabling notification messages.
