Maybe someone else will have better insight than I do. First I would try disabling all those plugins through Plugin Admin page, restart the server and see if the issue goes away. If it does, enable them one-by-one until the culprit is found. We have seen an issue in which the activate item won't be highlighted if there is a warning displayed on the page, such as //unsupported version control system//.
