P.S. I tested another, simpler test Project that did not have 2 levels of
subdirectories under .../attachments/wiki. Just 2 directories, right
in .../attachments/wiki itself, with a single PNG file in each one.
It made it through "trac-admin upgrade" just fine. Maybe the directory
nesting is causing problems?
