Sorry, but all I've ever seen has been per-request (session) runs. IMHO there's nothing like an administrative user mass-creation tool. Anyway I'd still like to understand your use case a bit more. Since there's no distinct user object in Trac until now, it only takes a successful authentication request and a pull of suitable attributes like email on-success to establish entries forming a permanent representation of an authenticated session/user ID in the Trac database.
