It is a proprietary plugin to add links to specific fields that we have
added to support our process. I added another field that had to be linked
and I can see the new version of the plugin in the Admin section replacing
the old version, but it is now disabled in all Trac sites.
On closer inspection, I found the problem: I checked the interface as you
suggested and noticed that it had changed. There was a change made to test
the new version of the plugin next to the existing plugin and the interface
was not renamed back to the original one.
Regarding you suggestion to use TracAdmin: I assume you mean to use command:
config set <section> <option> <value>
Set the value for the given option in "trac.ini"
