I compared '#trac-admin . permission list' to mysql interface (I'm using 
SQLyog), I pulled up the permission table .. and I did have trac admin, but 
it spelled out exactly like "TRAC_Admin" .. I changed it to all caps 
"TRAC_ADMIN", restarted apache and worked! I now have the Admin tab.
