This is a matter of usability. When I *want to edit* a wiki article, the 5 
control buttons ("Edit this article", "Attach file" etc.) are on the very 
bottom of the page. 
Moreover, when I *am editing *an article, the same kind of buttons are down 
below either.
Almost always I have to scroll down to take an action. It becomes tedious 
during longer-than-five-minutes editing sessions.
Would not it be great to have the *controls on top of the page*, right next 
to the title ("Welcome to Trac 1.09", "Editing WikiStart")?

And I know about the hotkeys. But, again, there is no hotkey for submitting 
a change (just preview): have to click the button.
