It looks like mailman is providing authentication for Trac in your 
solution. However, I'm unsure how this would fit into a code change for 
Trac since the configuration you show is for Apache.

If you recently upgraded from Apache 2.2 -> 2.4 then you probably had to 
modify the access control directives:
https://httpd.apache.org/docs/2.4/upgrading.html

An major version of Apache is a somewhat rare occurrence and I don't think 
you'll need to worry about your solution breaking frequently.
