The bottom of the screen capture you posted in #12472 is cutoff, but it looks like it says "Code Review". What is the path you are viewing? Is this view generated by a plugin? Does the content render correctly in the Browser and Changeset views? Do you know what the encoding of your file actually is? If using SVN backend, you can set the encoding in the svn:mimetype property, as described at the bottom of the TracBrowser page.
