I'm having trouble following the conversation. I have used something like
the following:

        WSGIScriptAlias / $site/www/cgi-bin/trac.wsgi

        <Directory /var/lib/repo/trac/cgi-bin>

                WSGIApplicationGroup    %{GLOBAL}

                Require                 all granted

        </Directory>

<Directory /var/lib/repo/trac/eis-home>
    Require all granted
</Directory>

<Location /login>
    AuthType Digest
    AuthName "eis-home"
    AuthDigestDomain eis-home
    AuthDigestProvider file
    AuthUserFile /var/lib/repo/trac/eis-home.htpasswd
    Require valid-user
</Location>
