Hi, I'm using Trac 1.0.11 on Windows 10, with Python 2.7.12 and Apache 2.4.20. 
When I use the web admin interface to change the default ticket version (the 
.../trac/admin/ticket/versions page), when I click Apply Changes, I get:
Trac Error

TracError: Error reading 'd:\trac\conf\trac.ini', make sure it is readable.
And this is logged to the Trac log file:

2016-08-03 13:24:36,312 Trac[admin] ERROR: Error writing to trac.ini: 
WindowsError: [Error 6800] The function attempted to use a name that is 
reserved for use by another transaction: 'd:\\trac\\conf\\trac.ini-623nrz'

Also, the d:\trac\conf\trac.ini-623nrz file still exists (and has the changed 
default_version).

This used to work, although I'm not sure what's changed since then. The machine 
was recently upgraded from Windows 7 to Windows 10, but there were other 
upgrades about a month ago, and I don't think I've changed the default ticket 
version (or made any other trac.ini change) since then. The changes a month ago 
were: Trac 1.0.1 to 1.0.11, Apache 2.4.9 to 2.4.20, and Python 2.7.6 to 2.7.12.

Of course, I can just edit trac.ini manually, but any idea why the web admin 
interface is now giving this error?
