You can write a permission policy to apply access-control rules based on 
user/group and ticket properties. There are various plugins on 
trac-hacks.org that provide examples, and here are some additional

There was a bug fixed for 1.2.1 (not yet released) that will make it easier 
to write a permission policy without encountering a recursion error. You 
probably don't need to worry about that unless you try to implement a 
policy and see the recursion error:
