I tested the latest ChildTicketsPlugin with 1.0-stable and 1.2-stable and 
it seems to work fine. You may have a plugin conflict so please test with 
all other plugins disabled.

Please make sure you are running r16281:

 Some things to look for:
 1. After selecting "New Child Ticket",
 2. The parent ID should be seen in the Parent field and in the URL
