Well, as I said, for starters a record and playback of database changes
would suffice. Trac boils down to a collaboratively edited database
after all. :)

I have found sqldiff [1] which is an official SQLite tool to diff and
merge tables. That will probably work out for me: take a copy of the
database with me to my mountain hut, close and open tickets locally,
and, when back online, generate and review a database diff and apply it
to the master database. I'll check that out.
