the ticket creator at the same time.

Here you only mention that it's assigned to you, but not who is doing
the updating.
My current rules:
* Never notify: I update a ticket
* Notify: Ticket that I reported is modified
* Notify: Ticket that I'm listed in the CC field is modified
I have also configured "Never notify: I update a ticket" in my own
account preferences.
These rules only block notifications if you are the updater, not if you
are the ticket owner.
If you want to block all notifications for tickets you own (no matter
who creates or updates them) then add another rule "Never notify: Ticket
that I own is created or modified".
Make sure the blocking "Never notify" rules are above other rules that
they should block.
Do you have other rules in you own account preferences? By "current
rules" do you mean default rules?
If I misunderstood, please clarify and post excerpts from your log file.
