The TracMigrate page may also be helpful. I tried to cleanup the steps on 
that page a little while ago, it was originally written by a community 
contributor. I'd like to improve it more, but haven't had the occasion to 
run through a platform migration. If you have specific questions or see 
omissions, please comment, as I could use your feedback to improve the 
TracMigrate page.

I recommend the following strategy:
* Move to the new server while staying with Trac 0.12.x. Basically, you can 
create a new Trac 0.12 installation on the server and test to verify that 
you've done the installation correctly. Then, use the hotcopy command to 
backup your environment on the old server and move your data to the new 
server.
* Upgrade to Trac 1.2.1 on the new server.

I suggest making lots of backups along the way (before moving from the old 
server, after moving to the new server, and before upgrading to Trac 1.2.1) 
and scripting all your operations so you can quickly redo them when 
something inevitably goes wrong.
