In the default Trac configuration, LegacyAttachmentPolicy grants attachment
delete when the user has a certain permission for the realm. Those
permissions are:
wiki - WIKI_DELETE
ticket - TICKET_ADMIN
milestone - MILESTONE_DELETE

but we need more documentation on the behavior.

1. Use a plugin such as AttachmentPolicyPlugin:
