I've encountered the same problem:

After Trac switches to Python 3 we can use the "strict" option of 
ConfigParser to raise an error for the case of duplicate sections or 
options.

When strict is True (the default), the parser won’t allow for any section 
> or option duplicates while reading from a single source (file, string or 
> dictionary), raising DuplicateSectionError or DuplicateOptionError.
