You should be able to resolve that by keeping CommitTicketReferenceMacro enabled:

tracopt.ticket.commit_updater.CommitTicketReferenceMacro = enabled
tracopt.ticket.commit_updater.CommitTicketUpdater = disabled

Adding/Removing history from tickets by enabling/disabling commit_updater would be accomplished by implementing #12485.
