Maybe I do not understand you command line, but trac.cgi is supposed to be run by the web server, not from the command line !
Of course it is as you mentioned. But for test purposes i use it on the command line.
You need to either use the tracd standalone server if you want to run Trac from the command line, or use a web server (such as Apache) to use trac.cgi
I used it in relation with Apache web server but it produces an error page so i tried it to run it from the command line and got the given error message.
There seemed to be an other problem, cause it should produce an HTML output as result of the calling as it would do based on an request for the site in apache...
