There has been some work on that in the Dr. Project project, see e.g.
the event log on their webpage:

There is a "Requirments changes" option in the search field. But the
module isn't released, yet and I'm also very interested in it.
I don't want to propose a commercial tool here, but I once had a look at
a UML Modeling Tool "Enterprise Architect" [1]. They had good
requirements management capabilities integrated for a reasonable price
and I think, there is also a standalone product RaQuest [2]. What would
be really really really cool if there where some kind of standards, how
requirements management is done and e.g. that trac could report the
requirements from the model database. I don't know, whether the
advertised "MDG Integration" technology also extends to the requirements
module or whether it covers only the base UML code generation
capabilities. So all in all, just an idea ;-)
