That's kind of what I thought might be happening, so I had already tried
that without success. Just to be certain, I tried it again and got the
same errors. Any other ideas? Could this be an selinux problem? Just
incase I forgot to include it before I'm running Fedora Core 4 with
Apache 2.

I'm guessing your problem is that in Fedora, apache runs under the
user.group: apache.apache
So either change the group of those directories to 'apache', or the owner.
