I might be wrong, but attachments are sent with a POST method, so I
guess that the file is received in a memory buffer before to be passed
on the Python handler in Trac.

This means that the longer the file, the higher the (temporary) memory
usage on your server. In other words, this method is probably not
recommended for large files. Your server may also have limit on how
big a POST request may be.
