I posted the ticket(#2905).
I had the same problem( in report.py) like you.
( Of course I switched off the locale settings in httpd.conf)
But I didn't post the "report.py" problem to TRAC.
Because the title of my reports has the korean characters.
Why don't you install the previous trac( before unicode patch).
I used the previous trac.( -r 3022)
(Sorry. This is not perfect solution...)
