I think there's an issue with your installation:

trac-0.8.4 (which is more than outdated BTW...) uses the fix made in
[1583] to fix up the subversion compatibility issue that you are now
facing, as described in #1500.

In other words, the files on your machine do not all come from 0.8.4,
looks like some of them come from 0.8.1...

Look at
http://projects.edgewall.com/trac/browser/tags/trac-0.8.4/trac/sync.py#L22,
there's no "from svn import ... util" as in your error log. In fact,
this error has been fixed in trac 0.8.2.

Question about find: is 0.8-4 == 0.8.4, or is it a fink numbering
scheme, as Debian is used to  ?

My piece of advice here would be to check if fink as a more recent
version of Trac available, and if not, install Trac without fink (all
Trac files can be self-contained in a directory, such as
/usr/local/trac, so there's no big issue to install it without a
package manager, but the dependencies)
