[Trac] SQLLite "Error: file is encrypted or is not a database"

Does anyone know why I can't access the database tables created by  
Trac.  Here is what happens:

db$ sudo sqlite3 trac.db
SQLite version 3.2.8
Enter ".help" for instructions
sqlite> .tables
Error: file is encrypted or is not a database
sqlite>
