great - thanks for the trunk suggestion - now with trunk r249, this works:
* /trac/tags/%22web-design%22 works fine
* /trac/tags/"web-design" works fine
and
* /trac/tags/web-design doesn't
Unfortunately, some automatically generated tag links still fail to
escape -> I've made a ticket for this to reduce the trac-list noise...
