Check the directory permissions of all directories above that to make
sure that trac has directory listing permissions (r-x). You should be
able to test:
sudo -u trac cat /home/svn/repos/format
Also check if you have SELinux enabled. I can't really give you any
specific things to look for since I don't use it, but from what I've
seen it often takes a bit more care to get all the SELinux settings
correct for Trac to have access to the appropriate files.
