I have created a simple script that updates a comment on a ticket with changesets tied to the ticket (it requires that you type the ticket number in the commit message). The functionality is similar to that in cvstrac if you have any previous experience with that.

The scripts are bash and xalan/Xsl only and I will not be able to help you adapting it for another platform, but hopefully they will provide some help. You will need to adapt them to your setup.

No, but there's a ticket for that: #2945.
I'll probably implement it for Trac 0.11.
