Greg's suggestion is pretty nifty.
Alternatively, you can use the schema support in trunk, or the
PgSchemaPatch on trac-hacks.org. This keeps each instance in it's own
schema, so you don't get the cascading that Greg's solution has.
However, you'll still need to write a custom report to query all ticket
tables.
