Try replacing the infamous space characters:
use "PROGRA~1" instead of "Program Files"
That did not make any difference. :(
BTW, C:\Program Files\Subversion\trac.db is quite a weird location trac.db.
Are you sure about that path ?
Well it IS a valid path, but since I do not know what it is supposed to be a
path to I don't know if it is correct. The folder C:\Program
Files\Subversion\trac.db contains the files VERSION and README, and 8
subfolders.
