You probably have a permission issue with your Trac environment file:
tracd has probably be run with your user account, whereas the Apache server uses a different user (www-data, nobody, www, etc.). You need to chown your Trac files so that the Apache server can access them. Search the Trac ML archive, as this issue is a very common one and has already been answered for a lot of different platforms.
