What version of trac are you using? 0.9.6? If so, you may want to use an svn checkout of trunk. Trunk has proper unicode support. The problem may still exist, but it's worth a try.

If trunk doesn't work, then yes. However, you may want to make sure that this is a trac rst thing, instead of a rst bug.
