Sounds somewhat doable, but the JavaScript would be painful probably.

Hi, I'm not very familiar with trac but let's see how far we get.

Perhaps you can define a different class (html / css) for the second
row of you menu and then do the changes via css (Cascading
Stylesheets).

But I don't know how deep you have to dig in the various templates and files.
